Pennsylvania LEGACY J1a 6434 Looking for new power to help with the wartime crunch, the PRR was forced to look to proven designs on another road. Needing power suitable for both heavy grades of the Alleghenies and higher speeds on the flatlands of western lines, the Pennsy found their solution in the C&O T1. The Pennsylvania built 125 of their J1 and J1a classes in Altoona following the C&O design in 1942. Many say they were the finest freight power the railroad ever owned.
